Hi, Marty.
The toolbar will have a lighter rendering, one that will allow for easier media queries manipulation. Which in terms will make it, in a way, responsive.
However, responsive is quite a broad term and we may have different view of the word. As we have not yet started the overhauling, if you could share your thoughts on what is a "must" for a responsive toolbar, we'll take it into consideration.

Ivan,
Just look at the kendo version. Especially re-sizing. I am using bootstrap with asp.net ajax for some projects and I cannot use the toolbar if it will not resize.

As of now, the resizing of RadToolBar is not on the map, but we are still in a pretty early stage of development.
