The new Visual Style Builder will be available after the Q2 2015 release of UI for ASP.NET AJAX. There is no specific release date for this tool currently set.

what is the last version of style builder? can i modify the ( wizard ) component style ?

Hi,
I am afraid that the RadWizard control is not included in the current version of the Visual Style Builder. You can see the currently supported controls when you choose the option to create a new skin. It will list you all controls included for this version (last update: 11/6/2014).
The new version is planned to include the RadWizard styles customization support.
