Inside a collapsible panel I have a link button. When the link button is clicked, it opens a dynamic tooltip. If the collapsible panel has previously been collapsed and expanded then the tooltip disappears as soon as it starts to open. It seems as if the collapse and expansion of the panel has "confused" the tooltip about its space requirements causing it to close.
Is this a known bug? Please let me know what can be done about this.

I am afraid that I was not able to completely understand what is the exact setup and problem. I assume that by "collapsible panel" you mean a RadPane which can be collapsed and I also assume that your RadToolTip has manual close because otherwise it should hide. I built a test demo based on my assumptions in order to reproduce the problem but unfortunately to no avail - please examine the attached demo.
This being said, I think that the best way to proceed is that you modify the attached demo in order to reproduce the problem, open a new support ticket and send it to me along with detailed reproduction steps and explanations.
