Hi Pribadi,
This problem could be caused by the compatibility mode of IE, which is not supported since it forces the browser to render the HTML and CSS in IE7 mode, check out our browser support page.
You can see how to disable the Compatibility mode in this article:
Disable the Compatibility View mode of Internet Explorer.
Please test it and let me know how it goes.

We disabled the compatibility mode, still we are facing same issue. In Emulation Document Mode is IE 11 and User Agent string is IE 11,
If we changed User agent string to IE 7 Telerik icons are coming.

Could you please share some more details about the current setup so we can try to identify what is causing the unexpected behavior?
It would be helpful if you share the markup declaration of the RadGrid. A live URL where we can inspect the page or a Fiddler jam capture the issue (Capture issues with Fiddler Jam) could also help a lot.
Meanwhile, you can try to remove any custom css on the page and see if the issue persists. Also, make sure there is no conflict with the Render modes on the page, see https://docs.telerik.com/devtools/aspnet-ajax/controls/render-modes#rendermode-conflict-mixed-render-modes
