Skins and speed of the screen

Are skins slow down the speed of screens?  Specifically the Prometheus is using a single .dll (Telerik.Web.UI.dll) file for all the controls which includes all the skins.  So I doubt that .dll file.  Though it was like the previous version RAD Controls I doubt skins for slowness of the screens.  My doubt is whether to use skins or not if I want speedy rendering.
