I am using Telerik Version 2013.2.625.40 , is the Batch Update Exist in RadTreeList ?.

Hello Karthik,
I'm afraid the Batch editing feature is provided only by RadGrid. In the latest release version of the controls kit it was integrated with Grouping:
http://demos.telerik.com/aspnet-ajax/grid/examples/functionality/grouping/grouping/defaultcs.aspx

can i use it for .Net 4?

Yes, definitely. You can use it for .NET framework version 3.5 and above.
