RadNumericTextBox stops working

I've got a RadNumericTextBox inside a RadToolTip.  The type is set to Numeric.  When I refresh the page, the validation stops working.  Any ideas?

I followed your scenario in order to replicate the issue but to no avail.
Find attached a simple runnable application which handles the desired functionality. Give it a try and let me know if it works for you or if I am leaving something out.
