Radmenu sometimes ignores EnableEmbeddedSkins="false"

I am finding that my RadMenu, which resides in a Master Page, sometimes seems to ignore the EnableEmbeddedSkins="false" property.  This seems to happen on one of my larger content pages that uses a RadWindowManager, a RadToolTipManager and a RadContextMenu.

Is there anything that I may be missing or any known compatibility issues that could cause this behavior?

I've narrowed it down to having a RadContextMenu on the same page (well, the content page of the master page).

Does this help with troubleshooting?

I have isolated the problem into a sample project.  I'll just go ahead and create a support ticket since there have been no bites here.
