RadMenu + ExtJS BorderLayout = RadMenu dropdowns hidden behind top panel

I am using ExtJS's ViewPort and putting a RadMenu into the North region (header).  Dropdown menus are hidden behind the panel the RadMenu is in.  Is there a way to fix this?  Is RadMenu rendered with absolute positioning?  I tried setting the z-index but doesn't seem to work.
