Hello Stephen,
Yes, you can use the old WebBlue skin as a non-embedded skin. All skins, which were used in Q3 2008, will be uploaded at http://www.telerik.com/support/skins.aspx The RadGrid WebBlue skin is already there.

Thanks for the update. The specific controls I'm really waiting for because it's the one I use the most is the ComboBox, Tabstrip, and Window.

The skin is already available for the ComboBox and TabStrip. The Window skins will be available 'till the end of the week.
