I've the same issue, it would be nice if the labels can start from the center.
I saw this on .netcharts
But can not figure out how to do it on Telerik.
Please help.

Hello Taraman,
At present, this functuonality can not be achieved with RadChart as the position of Axis Items Labels is calculated due to label's size and by rotating the Label, the starting point is always the first letter of the Label.
