NeedDataSource fires twice on load

I have two rad grids on a page that both use a codebehind  NeedDataSource event.  on page load and grid refresh the NeedDataSource event fires twice making two calls to the database.  Is this normal behavior or is there something set up in the grid wrong?

Both grids also have the following eventsDetail TableBind, ItemDataBound, and ItemCommand
