If I understand you correctly you want to add navigation to the RadRotator control, similar to the one that is shown in the screenshot. Such navigation is not supported by the rotator out of the box, nevertheless it can be created via the client-side API of the control and some additional HTML elements for the pager.
The following demo shows a possible way to implement a pager for navigating through the items of the rotator that you can use as a reference: http://demos.telerik.com/aspnet-ajax/rotator/examples/pagerintegration/defaultcs.aspx
You can also check the RadImageGallery control, because it is designed to display collections of images and it includes navigation: http://demos.telerik.com/aspnet-ajax/image-gallery/examples/overview/defaultcs.aspx
