ListFieldEditor cannot pick up the ToolsFile.xml

We have enabled the RadEditor in list item. However, it seems that the RadEditor cannot pick up the configuration in the ToolsFile.xml.

Could you please help us to resolve this issue?

The configuration file of RadEditor for MOSS for form scenarios such as list, wiki, blog is ListToolsFile.xml. Could you please confirm that this is the file that you are modifying?
