Like most others, I have run into the issue with <% %> in my pages. Is it "OK" to just enclose almost the entire page with the RadCodeBlock tag to eliminate these errors?

Does this introduce additional overhead? Does it impact AJAX performance?

For instance, can I just add the RadCodeBlock to my master page around the single ContentPlaceHolder?

Yes, you can safety add RadCodeBlock this way. The control is quite simple and won't introduce any additional overhead.
