Is there a way to choose BackgroundColor of cells in RadSpreadsheet from UI that are not part of the given list of colors??? or maybe a way to edit the background color # from UI ???

I am afraid that the current implementation of the RadSpreadsheet component and its Kendo UI base widget don't provide a method or configuration option that would allow either the developer, nor the end user to change the predefined palette.
Nevertheless, there is a dedicated feature request in the Kendo UI portal where you can subscribe, vote and comment to raise the priority of this useful feature in the backlog:
