Is there a File Manager?

Hi, Basically i am looking for an advance version of the hyperlink manager. The requirement is to set the path to the folder where the files are stored and allow the user to select these files and insert them into the editor as hyperlinks. Basically, what the image manager does just inserting the selection as links.

Is there any editor available that does that?
