RadControls for ASP.NET AJAX can be used with Microsoft Expression Web. Still, keep in mind that there are some requirements using custom controls with Microsoft Expression Web. For details on the matter please refer to the following articles:

I am a little confused as you related your answer to Expression Web and Rad controls for ASP.NET.AJAX. We want to use Microsoft Expression Blend 2.5 to build Silverlight or WPF applications. Shouldnt' I be installing the RAD controls for WPF and siverlight? Do I need both ?

There could be several sources of that problem:
- You are trying to access the chm file remotely. You should first copy the chm files on your machine and then open them
- The second possible reason of the problem is described at:
(ID#517) "Action canceled" error messages when opening the HELP files
