How will Make Floting Panel from TabStrib

Hi,

I Have One Problem in Tabstrib..

     Right now is working ordinary action of Tabstrib..I will convert the action is floting panel action ..

for example:
              Right Expond the including Panel and u will click the another one panel ,the privious panel is Minimize..But i need once the panel is expand then dont minimize the tabstrib including panel...

How will i solve the problem?If u have Any idea or coding in your side plse give me...
