Hi Iftekher,
I am not quite sure about your exact scenario and setup and whether you use the RadToolTipManager or the RadToolTip control. Basically, you can show a standard IFRAME element in the tooltip and provide the needed url as its src attribute.
In case this does not help, please open a new support ticket and send me a sample, fully working demo which shows your configuration and a detailed explanation of the desired behavior. Once I receive it, I will do my best to suggest a solution which will meet your requirements.
