How to always show the 2nd level of TabStrip (menu-like)

I have a tabstrip like below. I tried to make them behave like this:
- the level 2 childtabs always show
- when I click "Level 1 - tab 2" tab but not "Level 2 - tab 2.1" yet, I like it show page p21.aspx right away.
Please give me some hints, thanks. d-cpt

Please find below your modified code snippet that should work as expected.

I will try this on another application which its master page utilizes the RadTabStrip for page navigating.
