Currently RadDiagram for AJAX does not have a Swimline layout like the RadDiagram for WPF has. Optionally, you can implement a swimline-like layout utilizing the Visual template functionality of the chart similar to the Overview demo of the control: https://demos.telerik.com/aspnet-ajax/diagram/examples/overview/defaultcs.aspx
You can also submit a feature request for such functionality in the Kendo Feedback portal (as RadDiagram is a server-side wrapper of the Kendo UI diagram widget) and our developers will consider its implementation depending on the popularity of the item:

Last but not least, you can also take a look at the RadGantt control and see if can be used in the target by you scenario:
