I can hightlight a work and click the hyperlink button on the toolbar which has a place to put a bookmark, but i don't see a way to link to the bookmark after I have created it.
In the Hyperlink Tab of the Hyperlink manager there is a dropdown named Existing Anchor. This dropdown populates and lists all existing anchors in the content area.
You can see the attached video for more information.

For some reason I do not get any of those options.
To be clear, I have the latest rad editor and am using it in moss. From the hyperlink menu I have only a select URL textbox, a tooltip textbox and a bookmark textbox, and a couple of checkboxs, there are no tabs at the top. there is no place in the dialog box to select an existing anchor.

Hello,
The anchor functionality is not available in the MOSS editor by default. As you already saw, we use a different link manager dialog there to allow you to browse the SharePoint sites/libraries for links. You can enable the original RadEditor link manager dialog (the one Rumen showed you in the video) as well. Simply open the editor's tools file and add the tool LinkManager.
