Hi Francesco,
In short, no it is not possible to change the associated resource file. RadFileExplorer is tightly bound to the RadEditor's localization.
If you want to use different resource files for RadEditor and RadFileExplorer in the same application you can use LocalizationPath property of RadFileExplorer to navigate to folder different than App_GlobalResources.
