I want a radwindow to open when the radgauge marker is done moving. The idea is that if a certain number is reached, it opens a radwindow. The only way I have been able to achieve this is the window opens as soon as the gauge starts moving, thus covering up the gauge.

I am sorry to say that there aren't events for animation start/end in the gauge. Such a feature request, however, has already been logged here (http://kendoui-feedback.telerik.com/forums/127393-telerik-kendo-ui-feedback/suggestions/4078884), so that you can monitor, comment and vote on it. The feature request is about the kendo gauge because it is utilized by the RadGauge. Once the feature is implemented in the kendo gauge it can easily be configured for the RadGauge as well.
