Hello David,
RadMap is a server-side wrapper of the Kendo UI Map widget.
Unfortunately, we can provide support for Topojson because there's no built-in support for TopoJSON in Kendo UI Map, but only GeoJSON.
Please, file a request for this feature on Kendo UI UserVoice portal if you have a minute. This will help us gauge the overall interest and prioritize.
