when I use direction:rtl; in css of ToolTip, border not show correctly!!!

Hello Mehdi,
You do not need to explicitly set the rtl direction of the tooltip, in a page with such a direction the tooltip automatically inherits it. See the following demo for an example: http://demos.telerik.com/aspnet-ajax/tooltip/examples/righttoleft/defaultcs.aspx.
If that is not the case please open a support ticket and send us a fully runnable sample project that displays the issue so we can debug it locally and pinpoint the cause.
