Hello
i am experiencing the problem with tooltip over flash.The problem is that tooltip is shown behind the flash and therefore is usefull.
To see an example please use : http://212.179.31.40/
You will see 2 black bold links near the play button on top , one of which uses tooltip.The right one shows tooltip.
Also please pay attention on scroll when the tooltip is active.

You may find that by adding or altering the "wmode" in the <embed element of the flash to read wmode="transparent" this should allow the Telerik or other tooltips, dropdown radcombos or RadMenus to function on top of the Flash
