We are not sure about the exact cause of this error (you are the first to report it). The timeout can occur for a number of reasons - error in the dialog, not enough server resources, etc.
Does the Image Manager open the next time you click it in the editor toolbar? Is there anything specific in your site configuration that might delay the dialog loading (e.g. you have a large number of document libraries)?
Sincerely yours,

This problem is critical, becouse is repeated. Server farm is very power. Not HW problem.
Thank you for the additional information, but unfortunately I am still not able to reproduce the problem here. I have a MOSS installation, where I created a new Team Site. I created some new libraries (document, picture, wiki, etc.) in this new team site. Then I enabled the List editor features from the site settings page and tried the editor in several locations (adding a new announcement from the home page, editing a page in the wiki library, etc.). The image manager dialog loaded fine in all cases. Could you tell me if there is something specific about the sites in question? Also, review the Sharepoint log files around the time when the timeouts occur and see if there is an additional exception or warning.
As a workaround, you can replace our image manager dialog with the original MOSS asset picker. Open the list editor's tools file (\Program Files\Common Files\Microsoft Shared\web server extensions\wpresources\RadEditorSharePoint\4.1.0.0__1f131a624888eeed\RadControls\Editor\ListToolsFile.xml) and rename the ImageManager tool to MOSSImageManager:
<tool name="MOSSImageManager" />
Note that you need to copy the updated tools file to your other web front servers if you have more than one in the MOSS farm.

You can easily verify if the language plays any role in the problem. Simply create a new photo library on one of the sites where the editor dialog works and see if that breaks it. Also, you can try the workaround I mentioned in the previous message about using the default MOSS asset picker. Microsoft assured us that the asset picker is cross-browser compliant so you should have no problem using it both on Windows and Mac platforms.
Best wishes,

We tested the editor using picture libraries and images, which contain some (all) of the special characters that you listed, but we are still unable to reproduce the problem. The only irregular behavior was that if the name of a picture library contained special characters, they were stripped in the file browser view of the image manager.
We will investigate the problem some more. If you find out some more information, which might be of use to us, we will be thankful.
Kind regards,
