Currently neither RadChart for ASP.NET AJAX nor RadHtmlChart support StepLine series. However this is in our near future release plannings for RadHtml chart, probably Q1 2014, but as of now I can't give you more exact timeframe.

Hi Zhijie,
Our KendoUI Chart will add support for StepLine series with the Q3 2013 release. You will be able to try the new feature with the Q3 beta, which is scheduled for the beginning of November.
