Is there a way that I can include the skin selecter in my application? I want the user to have a choice of what skin they use for their own portal and for them to see the combobox you see when you select a skin from an elements smart tag in the design view.
Can this be done?

I believe you might be looking for the RadSkinManager. If you follow the link I just posted it'll bring you to the documentation article which describes what this control is and how to use it.
