Hi Strategon,
The component you pointed on our site is in-house solution for our own needs. You can probably simlulate this expand/collapse behavior by using a single RadPanelBar item with header and content template as illustrated on this example.
Note that the RadPanelBar header template feature is introduced with the Q3 2010 release (2010.3.1109) that will be announced by the end of the day today (the online examples are updated in advance).
