Hello,
I have checked Rating and Sunset skin at: http://demos.telerik.com/aspnet-ajax/rating/examples/overview/defaultcs.aspx. The issue does not exist as you could see from the image attached.
Most probably the problem occurs if you run your IE9 in Quirks mode. Telerik controls are built to work best with xHTML 1.0 Transitionl or higher doctype. Chek your page if you are using the proper doctype and if not, then I recommend to use.

I have the same problem. It looks like the background color of those stars is not transparent. When the user select half star, it looks fine. Only the whole star has the dark square color.

To be more clear, a video test is uploaded at: http://screencast.com/t/tXh6aBUiy. It shows the switch between Standard and Quirks mode and that the problem only exists in Quirks mode.
