Hi,
My VS Toolbox shows that I have RadControls for AsP.NET AJAX Q2 2009 NET20 installed
but
the RadRate control is not visible in the list of available controls....
(bubble thought.... could be because of my target .net framework?)

Hello Rob,
RadRating is included in the Q3 2009 release of RadControls for ASP.NET AJAX (2009.3.1103). In order to give it a spin, you need to migrate to the latest release following the directions from here.
