The RadFormDecorator is Controlling skin vs2008 inhere widget,for example:TextBox,DropDownList1,Button etc
But unControll RadMaskedTextBox etc RadControls

RadFormDecorator does not decorate RadControls. It works with standard ASP.Net controls only.
