We are using Telerik RadControls v2.0.50727 in a Sharepoint 2010 site. While in testing, we noticed that IE 9 is not loading any of the Webresource.axd CSS files associated with RadControls. The script resource files are loading just fine. The CSS files do load in virtually every other browser, including IE 8, 10 and 11. Almost certain it's not the IE CSS limit issue as everything works fine in IE 8, and the production version of the site which uses the same controls is running fine in IE 9.

It ended up not being telerik at all. The issue was being caused by an IE conditional within the head tag. Moved it to the body and now it's working. Wish I knew why this was causing the issue, but at least it's fixed.
