Why I used  mycalendar..Culture = new System.Globalization.CultureInfo("it-IT"); won't change the tool tip "open the calendar popup" from English to Italian?

Hello,

The CultureInfo property of the RadCalendar control and the Culture property of the RadDatePicker, RadTimePicker, and RadDateTimePicker controls determine the strings that are used as the names of months and days. However, the CultureInfo property does not translate the other strings that appear in these controls.

For that you need to Localize the strings. Take a look into the following help article for more on this.
