rad grid scrollbar does not move on click

Rad grid horizontal scroll bar does not move on clicking on the empty area on either right or left side.

I cannot reproduce the same at my end. You can check the following demo which works as expected.

I actually have 4 columns frozen in the grid, and when i click at the empty region, the scroll bar does not move to either side(right or left). Also when I drag it from left to right it again comes back to left side.
