Hello Erin,
Could you confirm which version of RadEditor for MOSS are you using? If you are using RadEditor for MOSS 5.x there is no "Create Thumbnail" button, but "Image Editor", which allows you to modify different properties of the image.

What I see in Add/Remove Programs on my SharePoint server is "RadControls for ASPNET AJAX Q2 2008" Version 2008.2. Where else could I see the version number you are referencing?

Check for a /Program Files/Common Files/Microsoft Shared/web server extensions/wpresources/RadEditorSharePoint/5.x.x.0__1f131a624888eeed/Resources/ folder. 5.x.x is the version number.

So, with this being version 5.x, you stated there is no "create thumbnail" button. Instead, you must use the Image Editor to create a new image. Is there a newer version that has the button? I'm familiar with the button we used in SPS2003.
Also, it appears that when I either deploy or activate the feature on a new site collection (haven't determined which is actually causing this issue), the xml files are overwritten. Therefore, all of my customizations are lost. Is this behaving as expected? Any way to avoid it?

Regarding your second question, with each deployment of RadEditor for MOSS all the files in the /Program Files/Common Files/Microsoft Shared/web server extensions/wpresources/RadEditorSharePoint/5.x.x.0__1f131a624888eeed/Resources/ folder are overwritten. However if you deploy the wsp solution once it should be available in all the site collections.
