Is it possible to create a chart similar to the attached document? If so could you direct me to the correct article that would help me perform this? Perhaps the scheduler is the correct tool to use? It would be possible to hard code the months as those are not going to change, but the items within the chart would need to be dynamic.

I believe RadScheduler would be more appropriate for this task. You can take a look at the online examples here, specifically the Timeline view, shown here.
