Hi Charlie,
There is no any existing toolbar that allows the PDF rotation at the moment. There is an already logged feature request for such improvement RadPdfViewer, though, you can track its progress here:

Until this feature gets implemented, as a workaround you may try to implemented the approach discussed in Stack Overflow here: How to rotate single page in whole pdf using pdfjs?
