This library can read CSV files, including handling columns that have line feeds in them. It is inexpensive too.

A even more cost effective solution is to use the tools you already have! I ran across the .NET library located at:
Microsoft.VisualBasic.FileIO.TextFieldParser
Yes Visual Basic is a crime however it works and is a simple solution to reading/writing csv formatted files. It even handles quotes.
