Hello Bob,
Yes, by default some of our skins use sub-level styles, in others you can switch it on with EnableSubLevelStyles="true". Regardless of this feature every level in RadTabStrip has a specific CSS class (.rtsLevel1 for root, .rtsLevel2 for row 2, etc.) which you can use to access it in your skin and make different styling for every row.
