Steps to reproduce.
go to a rad grid that has an edit form and restricts only one record to be edited at a time.
Set page size to 20,
Open an edit form record (11-20)
Set page size to 10,
Open an edit form record (1-10)
Set page size to 20,
At this point there are 2 edit forms open

The described behavior is a bug and I have notified our developers about it.
It will be fixed in the future versions of RadControls.
