Yes, you can make the child items of the RadMenu control collapse after some time by using the CollapseDelay property and by setting its value as desired.

Hi Bob,
Expanding the RadMenu control on the server side is currently not supported scenario. However, you can achieve that easily using the client-side even OnClientLoad. Here is an example of how it could be implemented.
