Masked custom input

HI

I have a input box which should accept

1. +/- in the first place (+ is the default)
2. Total length is 6 including +/- and :
3. second and third numbers
4. Fourth is :
5. fifth and sixth should be numbers

+/- hr:mm format

mm should be less than 60
no restriction on hr format . It can be more than 24 hrs too

Please provide a sample code.
