RadDockZone does not provide such functionality out of the box, you need to write some code to implement it. I am attaching a simple page with two zones demonstrating how to limit the maximum possible number of docks in one of the zones to 1. Take a look at it and feel free to use as a base for your project and enhance it to fit your specific requirements.
