Do the telerik controls have built in localization for any languages or are their resource files that can be downloaded for some of the common languages like french,spanish,etc?

Hello Jeremy,
RadEditor has a rich set of localizations for a lot of languages. English, German and French are shipped out of the box -- for a list of other localizations please refer to this thread.
We do not have such localizations for the other products as they have very few strings to localize. For info on localization for all controls please refer to this page.
