KeepInScreenBounds not working

KeepInScreenBounds is not working on Lightweight rendering 2016.3.1027 skin Default

What could this be?

It's a bug, Marc: https://feedback.telerik.com/Project/108/Feedback/Details/203936-keepinscreenbounds-true-does-not-have-effect-when-moving-the-radwindow-when-rende. It is already fixed and a fix will be released in R1 2017.
