Invisible buttons when using Skin on a page with DIVs.

I tried dropping a toolbar in a page that makes heavy use of DIVs.

If the toolbar is skinned, the buttons are invisible.  However, when you move the mouse across them, they become visible.  Hovering off hides them again.    

If the default skin is used, then it works fine.

The toolbar also works fine if I drop it in a normal page, so I'm guessing that there is a Z-index issue at work.

Any suggestions?
